How much time does it take to apply for and get a PA driving license learner's permit...?

• ... and how long can you keep it before you try to get the real deal (i.e. the license itself)? I am 21 years old and an international student in an university in Philadelphia, PA and I was thinking of getting a PA driving license some time soon. I know how to drive from back home, although my driving license is not an international one. I feel that I need a bit of practice as the steering wheel is on the opposite side of the car in the country I am from.
