How do I get my drivers license in a different state?

Im 15 and I finished drivers ed and got my learners permant in the spring in montana. As of november I can now take the drivers license test in montana and get my license. But I just moved to washington and the drivers age here is 16 not 15. How do I get my license for washington? Do I have to wait a year? Is my learners permit usable here or just in montana? Also i got my drivers test waived in montana, will that apply still if i get my license in washington?
