    Very simple fix these days due to a new law having just been passed. It is illegal to now start a car and leave it running. You now have to start and drive off immediately. Yahoo news recently covered a story where someone has been taken to court and convicted over this new law. Tell the police of this issue. Simple paperwork and easy for arresting officer to get a notch on their arrest quota.

Noise from inside a house can only be advised to be limited, but if its from a car on public land (eg the road) then report it to the police. To run a car on the road is not an offence, but to leave it running for no good reason causing obvious nuisance is, especially between the hours of 11.30pm and 7 am.

Call the police and your local council they can have the car removed and cruhed if its not taxed or insured
