Texas drivers license driving test?

Ok i heard this the other day and i was wondering how much truth there was to it if someone can help, i finished drivers ed a long long time ago but life got in the way i had to renew my permit 2 times i have a permit that is so close to a license it is almost funny. it says texas drivers license on it and all and it says permit on the very very back i have the skills to drive now and am about to turn 21 but someone told me i wouldnt have to take a drivers test as in the driving part?
