Equip police with better equipment and allocate more funds to increase the number of police monitoring areas where stunts are known to occur to catch offenders. Im assuming you mean motorbikes

If you're talking about bicycles, although I'm sure there are rare instances, I've never seen (or even read about) anyone doing a bike stunt on the road. Having taken the League of American Bicyclists' safety and instructor courses, I know that they don't even mention this as a problem. The first question you need to ask is if this is a real problem, or just something a teacher dreamed up based on his/her prejudices. If it's not a real problem, you'll need to say why it isn't and cite statistics to support your answer. If it's a real problem, you'll need to cite statistics showing why it is, and suggest ways to stop it. Education is key.
