Provisional license to regular license in CA q?

Provisional License Question CA?

I am 16 and I just passed my driving test and received my provisional license. I know you are not allowed to drive people under 20 but my the person who watched me during my driving test told me I can drive people under 20 who are not related to me if both his parents and my parents sign allowing it to happen. Also same thing with siblings. Fist off is it true and second I need a source that my parents will believe like a government website. So a plain yes or no answer is not good enough. Thanks in advance!
