what is transverse intersection of Whitney stratifications?

A QUESTION about who has the right of way on the intersection?

• my co worker was driving towards this 4 way intersection,this intersection has 2 stop signs,so he stop at the stop sign and waited until tor the school bus picked all this kids,he was the very first driver waiting at the stop sign and the intersection so when finally the school bus left he drove across the intersection but the other cars that were there after him they took off to and one almost hit my coworker's vehicle,my friend said to me that since he was at the intersection first and waited like forever for the school bus to move he had the right of way ,i am a little bit confused here, is he right actually? nothing in the virginia's driving manual talks about it.   If one car has a stop sign and another does not have a stop sign, then a driver without a stop sign always has the right of way. Even if you have been waiting for three or four hours, if you have a stop sign and someone else does not have a stop sign, then you do not have the right of way. Who arrived first only matters if they all have stop signs, or if none of them have stop signs.
