School bus stop light/sign entrapment?

I was traveling on a 1 lane one way street that has a school on it with cars parked on the left and 5 buses parked on the left with NO LIGHTS ON. I passed at a slow speed because they were buses and the tight space. Half way Thu all the buses turn on their lights. Now my state school bus handbook says "The school bus driver shall not open the door or cause the flashing red warning stop lights to be in operation until all vehicles overtaking said bus at the time it comes to a halt shall have either passed the bus or stopped." also my state driving law states "The driver of a vehicle upon a way upon meeting or overtaking from either direction any school bus, plainly marked with school bus signs or such other distinguishing identification as the director may require, which has stopped on the highway for the purpose of receiving or discharging school children shall stop his or her vehicle before reaching such school bus at least 25 feet away from such school bus." So does the bus drivers have a right to turn on the lights when I am less then 25 feet from the bus (next to) and take down my plate for passing a stopped bus with lights on or should I completely stop and be less then 25 feet from a stopped bus in the middle of the street with no room for a bus to actually pull out onto the street?

The bus must remain stopped until it finishes discharging or receiving children, and then turn off the lights, before it tries to pull out onto the street. You should stop, even if that leaves no room for the bus to move. When the buses turn off their lights, you should begin moving again, and get out of the way so that they can pull out, but not while the lights are still on.

since you didn't tell us the city nor the state not even what street nor even what school this one this make look like you made it up if it was true you would have told all that information and by light do you mean the headlight or taillights or do you mean the red lights? which do you mean also how bus driver know how close you are they dont have esp you know do you expect them to wait unitil every car passed them before turning their lights
