Is it legal to have no indicators/turn signals if you use hand signals?

In both the UK and the US, if you have no lights on the side of your vehicle for turning can you use hand signals like cylists do instead?

In the UK only in limited circumstances, either your car was built before indicators were compulsory or your indicators are broken and you are taking your car to the garage to get them mended.
