B18c1 engine questions.?

I might buy a crx with a b18c1 engine swap. My question is, is the awap legal? Would it pass smog? Do i need to get it checked with a refere? What is a refere? And will i have any legal problems? the car is a 91 SI crx. Thank you, and sorry for so many questions.
