How to change Owner's name of an used vehicle in India?

• Hi, My friend bought a used bike from a bike dealer with its RC book. There is some name in RC book and the dealer told that he will do all the name-changing procedures within a month. But he is saying that's not his duty and we only take care of it. Actually my friend was the third-owner of that bike it seems. It is a TN22(Chennai tambaram) registered bike. Please anyone help me to know the procedure to change the owner name in RC book & the procedures to pay insurance. Is it possible?

  FIRST OF ALL THE FIRST OWNER HAS TO AQUIRE AN NOC FORM THE RTO ie TN22 FORM NO 28 {3 COPIES} AND FORM NO 29 WITH SUBMITTING THE NEW OWNERS NAME AND THE NEW RTO JURISDICTION. THEN U HAVE TO SUBMIT THE NOC AND THE TRANSFER PAPERS TO THE NEW RTO.FORM NO 29 AND 30.AND ADDRESS PROOF ,PAN CARD, PHOTO, CHASIS PRINT , RC BOOK ,PUC AND INSURANCE COPY.{ IF U R FROM MUMBAI CALL JITENDRA 9820327981} I CAN HEPL U .
