A suspension in one state is a suspension in EVERY tate and Canadian province. That is exactly why that compact was designed. To keep people suspended/revoked from simply getting a license from another state. To avoid any problems in Oregon you MUST first resolve your problems with California, and get your California privileges reinstated. Sorry.

Go to Oregon's dmv website and review transferring license from another state. Depending on why your license is suspended will determine if the other state will let it go or not.
