I work for AAA insurance. With a learners permit, you can be added as what's called a "non-exposure driver", meaning your parents insurance extends to you as long as they are in the vehicle with you. This doesn't impact the insured premiums. I'm not sure how other insurance companies operate, but the company I work for doesn't add anyone without a license. Once you get a license, you would be added as an "exposure driver" meaning you are legally authorized to drive and present a financial risk.
