What is the best way for me to get my Canadian Boating License?

Im 17 1/2 and need a license. Is there any way to get a special license if i have special needs for it in CA?

I need my license this summer for special needs as no one else can drive me. And all i have is my permit and i cant get a license until i turn 18 which is in september. Is there any way to get a license for minors with special needs of transportation?
Answer:

Why do you need to wait until you are 18? Permits are issued to anyone 15 years 6 months of age, hold time for the permit is 6 months & 50 hours of practice driving before you will be able to take your skills test. So technically, a person can get their license as early as 16 in CA. Unless you JUST got your permit & are under the 6 month training period, then what is stopping you from getting your license now?
