How to get a license if you move to a different state?

My CA Driver's license was revoked here. If i move out of state can I get one there?

I got too many tickets and then never paid them here in California so my license was taken. I am planning to move out of state at some point, would I be able to get a license there even though I haven't paid my tickets off here.
