How come some drivers here in CA get their license for a longer period than others?

I got my drivers license almost one year ago. Which is February 1st, 2010 and I got it for only three years so it will expire on 2013 but some drivers get it for 5 years and that for class C drivers license. Why is that? Does it depend on the person that gives you your license?
