    You do not have to get it insured or register it, you just need to get the title. That will cost you about $20. Then you can sign it over to your brother.

First get insurance & if you have a local insurance guy he can give you proof the same day. Then go down to the tag office with your brother. They'll work it out for you but you must have insurance first unless the car is not going to be on the road and then you can sign your name stating it will not be on the road. That's how we do it in Okla. They're the experts let them work it out. They may have to change the title to you, and then a week later maybe you transfer it to your brother. Who knows?
