What Is a Per Diem fee Retaining to aotomobile insurance?

I must pay a per diem fee as part of my Reinstantment Fees, to obtain my motor vehicle license.

Per diem means 'per day' so the charges would be pro-rated depending how many days are involved. If it is a fee just to be able to reinstate the license because it lapsed then the fee could be a separate charge to allow payment for a certain period of days after it had expired.
