No. Civil servants never lose their jobs. They would probably be reassigned to scrubbing graffiti off the walls instead so don't weep for them.

No. There will always be people that need to be cleaned up after. I never drop litter.

no they will find something for them to do. just like the highway workers ,it takes 2 to do the job & 2more to watch if they are doing it right.

Even if everyone don't drop litter on the floors, those working in the underground stations will not lose their jobs. However, they would be deployed to do other types of work, like repairing and repainting old signs, corridor walls and columns, checking and reporting on suspicious people who look like city terrorists etc.
