What does this traffic signal mean?

What do they mean by a traffic delay?

  • I live in Puerto Rico, so we handle traffic reports a little differently so we don't have some traffic controls like car pool lanes and jaywalking. Know, I understand flight and train delays since these are scheduled ways of travel, but what do they mean by, for example, a 10 or 15 minute delay in traffic?

    It means it will take an extra 10 or 15 minutes to get through wherever than it would if there was no traffic and you were doing the speed limit. I hear it all the time on the traffic reports on the radio in NYC for the approaches to the Holland and Lincoln Tunnels, and the George Washington Bridge.
