Anyone drive in Pennsylvania/Jersey explain traffic light please.?

My boss is driving in the Pennsylvania/Jersey area on business and he keeps seeing this weird stop signal...it has red, yellow, green and then a green aroow that points UP when the red is lit. He is confused!

Are you sure the arrow isn't pointing to the right? I grew up in South Jersey and lived in PA my whole life and I don't ever remember seeing a traffic light like that. Do you know where he's driving and where the intersection is?
