There's a residential street in my neighborhood that's 1 mile long. The speed limit is 30mph and there are 11 speed bumps. My best friend always speeds through (over the bumps) at 25-40 mph. Are they driving too fast? How fast should you drive over a speed bump?

All depends on how high they are, your suspension setup, car ride height, etc. If the speed limit is 30 MPH through an are with speed bumps, then why the heck are the speed bumps there? I screwed my car up hitting a speed bump at 15MPH. Killed the clutch!
