How to get a new pink slip?

• so i have a 1983 cadillac that was givin to me by a family memeber in a different state. i have the pink slip and i started the process of getting it put into my name. i did everything needed except i did not pay all of the fees so its still in my family members name. im planning on selling this car this week and i want to give them something legit, without having to pay the fee to get it put into my name, so they can go put a new pink slip in their name... follow me? lol sorry if im confusing.. any options anybody know of? is there a way to release the car from the owners name without having to put it in my name? and no the car isnt stolen

  You will have to Consult your local department of motor vehicles . In my state the title must be in your name if you are selling the car and you must pay taxes on the book value of the car even if it was a gift. If the family member is still alive you might be able to have them sign the title over to the new owner leaving you out of it
