How do you find a person's Yahoo screen name by there real name?

How do I find a persons name that scammed me from a site hosted by Yahoo?

  Anyone can open a Yahoo email account with a fake name. There is no verification. Yahoo can find the IP address from which the account was created, but in most cases of online fraud these IP addresses trace to an Internet cafe in West Africa or in Europe. It is very difficult (i.e. virtually impossible) to trace the individual. If the scam involved a Western Union wire transfer, these are untraceable. You can't track down the recipient once the money has been picked up. In any case you should file a report with the police so that the case is recorded. Online fraud is mushrooming because there are too few enforcement resources dedicated to fighting it. Until that changes many more people will find themselves in the same situation while criminals get away with it.
