Can I get a membership in any abroad library?

Is it possible for me, to get a membership in any abroad library which allows downloading english audio books / ebooks, though I´m from Europe and non-english speaking country? And when possible, could you recommend any such (big) library?

Most download sites leave it up to you to decide if downloading books would be illegal in your country. Gutenberg is the biggest audio and text download site, but only contains books old enough to be out of copyright.
