Which Pennsylvania city has a dimmer future: Scranton or Philadelphia?

• Which Pennsylvania's city's situation is worse? Philadelphia or Scranton? Both cities have different problems but the similar ending result of losing a lot of people. Both places lost about 5% of their population since 2000. My take on it is that both places feel like they're places when people get too good or think they get to good they leave. When both of them go, they go far away. Both places share that they have a decreasing amount of industrial jobs. Scranton's a very safe city. Philadelphia is everything but. If you got an education Philly & the Delaware Valley isn't the worst place to be. On the other hand there's a lack of opportunity or expansion in Scranton. There's lot of business opportunity.
