    It's vandalism if done on buses and places that should be free of it. It's art when done right, on street walls and places where others can see and enjoy it for what it truly is. Art. Graffiti that is an actual drawing, not just letters/mean words/signatures would be considered art. I don't think anyone cares to see racist comments and crap like that. Be good, be nice, and it's art.

it depends on what they're writing. if they're writing a cuss, vandalism. if it's something else, or they try hard and not just sloppy and being a vandal, then it's art.
