How To Make Your Own Bear Costume?

Should I just make the bulter in my story be a Bear?

I'm thinking of making an action thriller story where the hero sets off to stop a bunch of man-eating monsters from conquering Humanity and taking over the world, and the main villain is an upper class English monster who holds a bunch of Human kids hostage in his island hideout. The main villain is the Big Bad in a "Five Bad Band" with a few main henchmen that include a French jerk, a scholar/nerd, a butler, and a homicidal psycho. Those henchmen also form a Quirky Miniboss Squad. I'm considering having the homicidal psycho (and sometimes also the butler) play a role of "The Dragon" (Not a literal Dragon), although I have not yet decided on what the psycho's exact role should be. I haven't finalized the decision yet, but I'm thinking that I should make the butler be a Bear. Which character do you think would make the most suitable Bear, would the butler make the best Bear? I'm sure it would be best to have only one of these villains be a Bear. Do you have any other tips on how I could characterize these villains?
