In the sociological sense, a norm is a rule. Norms are rules of behavior that are socially enforced through the use of sanctions. There are formal and informal norms. Formal norms are explicity stated rules enforced by formal insitutions (ex. laws enforced by Criminal Justice system). Informal norms are unofficial rules of behavior that are enforced and mutually agreed upon by a social group (ex. people are against drug use, so they shun a user who belongs to their group).

The expression, "Goes against the norm" means that someone or something is not typical. For example, when you take the SAT, there is a score variance that statistically is the "norm" for the US population.
