Formal norms are explicity stated rules enforced by formal insitutions (ex. laws enforced by Criminal Justice system). Informal norms are unofficial rules of behavior that are enforced and mutually agreed upon by a social group (ex. people are against drug use, so they shun a user who belongs to their group).
