Why do some people find it impossible to stop talking even if they try hard?

• I have 2 relatives who can't stop talking even if they try. Even on occasions when they are not talked to they often can't stop themselves from saying something. One of them is elderly and the other is about 18 and different genders. What could possibly be the reason why some people couldn't stop themselves from talking even it they constantly try to stop themselves from babbling? No drugs are involved.

After all, form the other person's viewpoint you asked for it when you showed some interest. This is a particular challenge for individuals who are experts in a givem field, bona fide genuses, those with Aspergers, or the lonely elderly.
