In data sets average = mean value, that is the sum of all incomes, house values etc divided by the total number. If they are referring to the median they say so. The convention is that the income is for a year and it is for another time period they will say so.. The numbers are consistent in that house values are usually about 2 times annual household income and if they are current numbers it is a very poor community.
