Neither. i think people are eithe born good or born bad. I hate to use this example because it is a sore subject, but look at 9/11 People rushed into buildings to save strangers. Millions gave blood in the days and weeks after. the entire country came together for the good of the people. I dont think that kind of "goodness" can be mandated. HOWEVER, if you are talking about keeping people well behaved: I would say a combo of the carrot and the stick. Religion has been the single most effect way to get people to "behave" it uses a combo of rewards (heaven) and punishment (hell) and rules (10 commandments) to keep people in line.
