I would start by contacting different tribal councils and asking them. Some tribes are more receptive than others to 'outsiders.'

Yes there are plenty. You can talk to one of your professors about programs in your area also check out the grant libraries. I live in Cleveland we have a Foundation Center here, and I find a lot of grants for both undergrads and grad students for archeology and anthropology.
