In the Keys to the Kingdom Series, why is Arthur the heir?

I've just finished Mister Monday, by Garth Nix, and I just looked on the website and on Wikipedia... yes, I get that Arthur has to become the master of the universe or whatever, but why him? Why did the Will choose him to be the Heir? and why did the Architect give her power to 7 trustees, as opposed to just one person... because won't Arthur just rule it all in the end? I'm confused... please give as little spoilers as possible! :)
