I want to start a new religious magazine in u.s.a. what do i have to do in order to register a new magazine?

  You don't need to register with the government, other than perhaps obtaining a business license, the way any small business owner would. There's this lovely thing in the U.S. Constitution called the First Amendment that prohibits the government from interfering with the press. You probably do need to check with the post office about how to do bulk mailing, though.
