    Most of the colonists were loyal to England. It was only a small minority of troublemakers who defied the law and dumped Mr. Rotch's tea into the harbor. Mr. Rotch, a New Bedford merchant, was the owner of the three ships (Eleanor, Dartmouth, and Beaver) which was illegally boarded and had his property destroyed. The British saw it as an illegal act, and act of rebellion, and criminal behaviour. The British closed down Boston as a port and relocated the capital of Boston to Salem, removed the governor, and blockaded the harbor with warships (the HMS ROSE was one of the blockading ships).
