There are also other definitions that go with alkaline. Water soultions can be measured for "alkalinity" which is a measure of buffering capacity. A solution can have alkalinity at a pH <7. The solution could be said to be alkaline, but the pH is not alkaline. This is not done, but the better term is "basic" to avoid any confusion.
