The terms acid and/or base describe the solutions themselves (nouns). The terms acidic/basic/alkaline are discriptive terms regarding the condition or state (adjectives). NaOH is a base and has a "basic"/"alkaline" pH. HCl is an acid, and has an "acidic" pH. The adjective "basic" means the same thing as "alkaline" and the terms are interchangable.

There are also other definitions that go with alkaline. Water soultions can be measured for "alkalinity" which is a measure of buffering capacity. A solution can have alkalinity at a pH <7. The solution could be said to be alkaline, but the pH is not alkaline. This is not done, but the better term is "basic" to avoid any confusion.

bases and alkalines are the same thing, and have ph's greater than 7. By definition, an acid is a material that can release a proton and an alkali is a material that can accept a proton. Both are corrosive. An alternate definition for an acid is that it releases hydrogen ions in solution, its atom is able to take an unshared pair of electrons from a base.

An alkaline base is a base capable of donating a hydroxide ion to a solution. Not all bases are alkaline (some Lewis bases are NOT alkaline bases). It depends on what definition of a base you are using. An example of an alkaline base would be NaOH or KOH. If added to an aqueous solution, they are going to raise the pH by decreasing the concentration of protons in the solution. The base would dissociate, releasing a hydroxide ion into the solution. The hydroxide ion would accept protons from the solution, forming water and raising the pH.
