Glue isn't sticky, per se. When it dries out, though, it forms strong bonds with certain surfaces. When using various types of strong glue, the directions usually say not to use a smooth surface, but to rough it up a bit. This is to increase surface area and so the bond occurs in all directions, making it harder to pull apart.
