Answer:
Ionic bonds are much weaker than covalent bonds. Simply adding water is sufficient to break the bond and separate cations and anions of ionic compounds. The test for ionic or free chloride is to form an insoluble silver salt. If the chloride is part of a covalent bond, it cannot form an insoluble salt with silver ions and the test fails.
