Hydrogen peroxide is two hydrogens and two oxygens (H2O2). It's basically water with an extra H (or proton, whatever). It bubbles (I've also never had it burn but reeeeeally sensitive people may notice this) because it's loosing that extra H. The actual reaction that happens is a little more complicated due to the hydrogen bonding that water experiences. In short: H2O2 -> H2O + H+
