How to convert Cl concentration to HCl concentration?

So I used an ion meter to determine how many ions of chloride there were in a solution and the answer was 5.5 ppm Cl, and I need to convert this to the concentration of HCl that would be in that solution. I'm pretty sure the answer is either 5.5 or 11?

if Cl- = 5.5ppm then #HCl = 5.5ppm if you were looking for the ppm of Cl- and H+, it would be 11 but, since you are looking for ppm of the compound, it is the same as that for the Cl-
