    Specifically the intermolucular forces make up surface tension in water are hydrogen bonds. A hydrogen bond is a noncovalent interaction between two polar molecules. In this case one molecule of water lines up with another as shown here: H2O - HOH. Where the "-" is indicating an interaction between the relatively postive hydrogen on the right molecule and the negative lone pair of electrons on the oxygen of the left molecule. As each molecule has two hydrogen atoms and two lone pairs of electrons on the oxygen, each is capable of participating in four separate hydrogen bonds.

In the bulk of the liquid each molecule is pulled equally in all directions by neighbouring liquid molecules, resulting in a net force of zero. At the surface of the liquid, the molecules are pulled inwards by other molecules deeper inside the liquid, but there are no liquid molecules on the outside to balance these forces, so the surface molecules are subject to an inward force of molecular attraction which is balanced by the resistance of the liquid to compression.
