    Generally speaking it's not hard to buy liquid nitrogen from a welding supply shop, gas supplier or cryogenics company, but you have to bring your own Dewar and they won't fill anything other than the proper kind (at least they shouldn't). You might find a welding shop that rents Dewars, or you can buy one for about $300. You can contact your nearest gas supplier or cryogenics company. Price depends on quantity but for smaller quantities it usually costs around three dollars a litre.

Liquid nitro is as far as i know, unavailable to the general public. Because it is so cold it can be known as a chemical weapon and thusly is highly controlled as a substance. The black market is the only way i know of to get without a licence or a grant for research. And i wouldnt suggest that because this is not an easy thing to smuggle.

Liquid nitrogen is sold commercially to industry but is very hazardous. You could drive a nail with a banana frozed in liquid nitrogen. Also, improper use can cause oxygen to condense out of the atmosphere and collect as a light blue liquid that is even more hazardous. If splashed onto eyes or hands, liquid nitrogen can cause permanent damage. It is much colder than dry ice which may be a better choice for home projects.
