How to lose belly fat?

Ok I work out regularly. I know the whole healthy diet and other stuff. Mens health says the only way to lose fat (including belly fat) is to have a caloric deficit. I've read if you eat calories you can make your muscle grow and that when it heals in the night thats when a lot of fat is burnt while converting the protein to muscle. My question is this: How DO you lose belly fat? Through a caloric deficit or by eating (healthy -- protein centered) calories that you can burn fat to convert into muscle?
