What does it mean when I can flex/twitch my muscles?

Hi guys I am a 16 yr old filipino. I was wondering how come I can twict/move/flex my muscles since I was 10. First I can only flex the forearms, biceps, triceps, glutes come next. Now I can flex almost all major muscle groups. Lats, chest, quads, calves, hamstrings, biceps, triceps, traps, etc. I was wondering what does this Imply? I am overweight ever since. I've recently been able to flex my pecs but not that much since they're not big yet. But I started doing bench last yr and stopped for months and after that I can flex them a little. Does this mean that your muscles must reach a certain size for you to be able to flex them? or what does the ability to flex your muscles since 10 yrs old imply? thanks!
