!i am trying hard to understand this question! when you say quiet, do you actually mean, the sounds and noises made by machinery and traffic? or do you mean earth's natural sound? pls do inform!!!

Since you talk about remembering to take into account day and night time, I am going to assume that you are talking about noises attributable to human activity. Bearing that in mind, I am going to take a stab at an educated guess. I would expect it to be quietest when most folk are in bed, so we need to find a point when as much of the main land masses are on the night side of the Earth. Or to put it another way, we need to find the time when the maximum amount of ocean is in daylight. This leads me to the Pacific Ocean. When you look at this ocean on a globe, you can see virtually no land mass. And pretty much right in the centre of this ocean is Hawaii. So I would guess that the time when there is least human activity on Earth is when the sun is at its highest point over Hawaii - midday.

It will be at it's 'quietest' at around 2.00 a.m. at the earth's most populace place, probably over mid-europe, say Berlin, of mid-America. At that time a larger proportion of the earth's population will be sleeping. Alternatively at aropund midnight in New York, much of Eurpoe will still be sleeping as it will be 5.00 or 6.00 a.m. there.

Never. The planet, due to it's concentric orbit, is always in a state of flux, and, therefore, always in motion. Has nothing to do with what, or who, is on the planet.
