    Lower impulse would be better. The logic is simple. Impulse is the force per unit time. So a lower impulse would imply a lower rate of change of force (ie: a lower force or a longer time). Force is rate of change of momentum, so a lower rate of change of force would mean a lower rate of change of momentum, which in other words means lower acceleration (or deceleration in your case). Thus the lower the impulse, the lesser the jerk and the smaller the chance of breaking anything :)

It's better to have less momentum. But if you already have so much momentum that you won't survive, and it's all between you and the concrete pillar of that bridge... I would push that accelerator really hard. It's better to go out in an instant than to be comatose in a hospital for three weeks. That's a judgment call, of course... :-)
