    An Architect designs the building scheme and obtains planning permission. They design the building(s) The civil or structural engineer designs the foundations, block types for varying wall strengths any steels required, lintels, (above windows/doors)concrete reinforcement/type and in some cases the drainage. Basically an architect designs the appearance and building scheme, the engineer makes sure the building will stand up and can be built practically. The engineers use maths to design things not artwork.

The guy above is correct. Basically, an architect makes things pretty and your civil/structural engineer is responsible for loads. The engineer will determine the thickness of slab, size of beams, column support, and load capacity of piers for a deep foundation. Usually piers are specified to a certain depth and diameter (if concrete). Helical piers can be also used and load capacity for pier will need to be determined. Helical configuration can be determined by looking at soil borings.

An architect is more on planning and implementation of buildings and beautification of its facade, while a civil engineer,may design and implement building plans, he is also trained into other civil constructiuon works like building bridges,roads and dams. In buildings, he concentrates more on structural strength than on beautification.
