Since this is a nuclear explosion, neither is really possible. Nuclear hardened structures are primarily underground. What they really rely upon is being below the explosion and/or letting the ground absorb the energy. Radiation is easier. There are two factors, distance and mass. The FIRST factor in reducing radiation exposure is distance. It is an inverse square relationship. So if you double the distance the exposure is reduced to 1/4. The second factor is mass. The more mass, the greater the chance that some molecule will absorb the energy. The US Army has a set of design books for this, however, they are classified.
