How can I fix an op amp voltage buffer that produces 1.5V output when input is 0V?

I have a voltage buffer using an op amp, with a 9V supply voltage and a 4.7V input for high. When I ground the input, the output is 1.5V which should be 0. How do I fix it? The (-) is connected to output and the input is on the (+).

It's hard to tell, but the buffer probably needs both positive and negative supplies.
